New president wants to expand reach of American League of Lobbyists Hickey Perrotta Jim Hickey had already been a Washington, D.C., lobbyist for 15 years—and a Capitol Hill staffer before that—when he signed up for classes in 2005 with the American League of Lobbyists. Impressed with the lobbying certificate program and with the group's mission, Hickey joined the board of directors.
